Purpose and rationale
Purpose
The purpose of the qualification is to provide training for law enforcement professionals at NQF Level 8. Senior law enforcement practitioners who specialise in the field of traffic policing are confronted with complex issues and this qualification, with a basic research component, aims to capacitate the practitioners to improve operations within their respective organisations.
Emphasis on a diverse range of issues affecting management but also a range of related competencies will be reflected on to ensure that learners are fully prepared for the challenges of a career that serves the entire South African society. The qualification will aid the senior law enforcement practitioner to understand the complexities in traffic science to implement better strategies and reduce the fatality rate on South African roads.
Rationale
South Africa has a high road accident rate - more than 14 000 road users die on the road network with a concomitant cost of more than R15 billion (per annum) to the economy. South Africa only has 2% of the world's registered vehicles, but it accounts for almost 20% of road accident fatalities. Lyceum College has experience in providing high quality qualifications in the field of traffic policing. Currently there are no traffic policing qualifications at NQF Level 8 to cater for senior traffic law enforcement practitioners.
Government has illustrated that it would like to reduce the high fatality rate on South African roads and traffic law enforcement practitioners have a major role to play in this respect. Lyceum College offers qualifications in distance learning and therefore also caters for the training needs of persons who cannot attend full-time tuition.

Horizontally it will, on agreement with relevant Higher Education Institutions, articulate with the following
- Bachelor of Technology: Traffic Safety Management.
- Bachelor of Administration Honours: Public Management.

The theoretical component is consistent with international Post Graduate Diplomas such as:
The University of Leeds in the United Kingdom has a Post Graduate Diploma in Transport Planning which consists of
Three compulsory modules
- Principles of Transport Modelling.
- Transport Data Collection and Analysis.
- Dissertation.
One elective module
- Transport Econometrics.
- Transport Engineering for Planners.
The University of Sydney in Australia has a Graduate Certificate in Transportation Management.
In the modules below the learner has to choose one from the list
- Transport Modes and Systems.
- Analysis Tools for Transport and Logistics.
- Transport Policy.
In the elective modules the learner has to choose two from the list below
- Logistics and Supply Chain Management.
- Organisational Logistics.
- Transport and Logistics Strategy.
- Aviation Management and Logistics.
- Geographical Information Systems.
- Logistics Systems.
- Maritime Logistics.
- Reverse Logistics and Closed Loop Supply Chain Management.
- Railway Planning and Operations.
- Intelligent Transport and Logistics Systems.
- Public Transport Policy and Planning.
- Special Topic in Supply Chain Management - Green Logistics.
- Strategic Transport Modelling.
- Traffic Systems Management and Control.
- Logistics in Humanitarian Aid Projects.
- Collecting, Managing and Assessing Data.
- International Freight Transportation.
- Sustainable Transport and Logistics Systems.
Conclusion
The two qualifications used in this comparability do not have a policing component like the current qualification and are more comparable on the traffic science and traffic management component within the modules. This qualification, although unique in that it is the only qualification on Traffic Policing globally and the applied competencies which the learner is to apply are applied in the specific South African context, is nevertheless comparable in content and level to some international offerings. This qualification is an attempt to remedy issues specific to South African traffic. The qualifying learner will therefore be equipped with skills and knowledge necessary to deal with the South African traffic environment.
