Purpose and rationale
Purpose
The purpose of this qualification is to prepare a learner to function as a Sport Administrator.
A Sport Administrator plans, organises, controls, coordinates, analyses, facilitates, communicates, generates reports and promotes sport and recreational activities, and develops related policies. The typical graduate attributes will include amongst others, persuasion, coaching, communication and decision making.
A qualified learner will be able to
- Plan and prepare for sporting and recreational activities.
- Coordinate and manage the sporting and recreational events.
- Develop and nurture sporting talent.
Rationale
Sport and its associated industries of recreation and fitness have entered a period of rapid growth. The Skills Audit conducted by the Tourism, Hospitality and Sport Sector Education and Training Authority in 2007, highlights the need for capacity building in sport to promote competence in managing sport organisations, tournaments and events, sport teams and sport facilities.
The 4th industrial revolution requires adaptation in methods and approaches to sport management and administration. The qualification will update the current skills gap with positive impact on the management of sport organisations and sport teams as well as the growth of sport at all levels in South Africa.
Various professional bodies and sporting association participated in the development of the qualification. They also assisted in drawing the interest of both the player associations and oversight bodies.
Competence in all the areas of sport is becoming increasingly specialised as well as professional. South Africa is being provided with increased opportunities to host sport events at an international level and this qualification will provide professionals to work at the dynamic level required of international sport events.
These events integrate SA in the global cultural and sporting world and also create work opportunities for young people. The role of sport in South Africa continues to grow in social and economic importance particularly in terms of integrating healthy lifestyles in the workplace and communities.
Managerial competencies are acquired in a variety of contexts, ranging from private fitness facilities and sport clubs to local government initiatives in sport and recreation and on to the marketing and promotional world of sport sponsorships, media, athlete representation as well as sport tourism. Increased pressure to deliver efficient and effective management of sport entities, athletes, facilities and events comes from participants and federations.
The competencies that will be acquired from this qualification can be applied to areas such as, sport team management, sport event management, sport tournament management, sport facility management, fitness facility management, sport sponsorship management, financial management in the sport environment, sport project management, sport organisation management and volunteer management. Learning pathways start with the attainment of part - qualification and accumulation of credits towards the attainment of this full qualification, and other relevant qualifications articulated to vertically.

- Discuss the distinctions between management and leadership based on credible and scientific theories.
- Discuss entrepreneurial activities ed in relation to business planning, marketing, funding and management of the business operations.
- Identify and assess athletes and discuss developmental requirements with the athlete for agreement on new goals.
- Undertake assessment of the athlete academic interests to support the athlete in growth beyond sporting activities.
- Discuss Sports Administration to demonstrate the knowledge of the function and the discipline.
- Coordinate sporting/ recreational events to establish required institutions and coordinating structures.
Associated Assessment Criteria for Exit Level Outcome 2
ELO 2. Interpret and apply operational requirements to coordinate and manage the sporting and recreational events to develop and nurture sporting talent.
- Discuss sport or fitness environment and equipment in relation to equipment maintenance and environmental conservation and management.
- Coordinate media liaison based on established and credible database.
- Set performance standards for team members for assessment and player developmental requirements.
- Undertake sport specific screening procedures within the prescribed confines of the ethical and professional conduct.
- Spot and develop athletes' talent using tested procedures and technological assistance.
- Coordinate and market event revenue generation to improve event revenue collection.
- Discuss public community spaces in relation to how they can be used to improve community sporting and recreational activities.
- Discuss the requirements for logistics for sports team on tour to provide for legal requirements and the comfort of players.

Integrated Assessment
Integrated Formative Assessment
The skills development provider will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment together with work experience leads to entrance into the integrated external summative assessment.
Integrated Summative Assessment
An external integrated summative assessment, conducted through the relevant QCTO Assessment Quality Partner is required for the issuing of this qualification. The external integrated summative assessment will focus on the exit level outcomes and associated assessment criteria.
The assessment will be conducted through written assessment and the evaluation of practical tasks at decentralised approved assessment sites by a panel of assessors evaluated by assessor(s) registered with the AQP.

To qualify for an external assessment, learners must provide proof of completion of all required modules by means of a statement of results and statement of work experience as well as proof of successful completion of the subjects and modules or alternative programmes where applicable.

An international comparability exercise was undertaken to compare the Occupational Certificate: Sport Administrator with related qualifications from specific countries in terms of their scope, levels and curriculum content. The purpose of this exercise is to compare the qualification against existing and comparable practice internationally. The exercise was conducted with two countries USA and Australia.

The only exception from certificate offered in Sydney is the research topic.
