Purpose and rationale

Purpose

The primary purpose of the proposed Master of Administration is to provide learners with an opportunity to undertake independent research under supervision and contribute to the development of knowledge at an advanced level. During the process of undertaking the research project, learners will gain experience in all aspects of the research process and develop a deep and current understanding of the theories, ideas, and practices in their area of specialisation. Upon completion of the qualification, learners will be able to progress to doctoral studies and undertake further independent and original research and contribute to the generation of new knowledge, or learners may seek employment.

The proposed qualification will support research in critical aspects of public administration and management and will also provide learners with high-level skills that will enable them to possess a deep practical understanding and application of public administration and support the national, provincial, and local imperatives of the country. On completion of the qualification, learners will be able to undertake further independent research and contribute to the generation of new knowledge in their area of specialisation.

Upon completion of this qualification, learners will be able to

  • Undertake independent research and report on this to reflect independent thinking, critical analysis, an ability to defend findings and advanced insight into the chosen field of research.
  • Demonstrate specialist knowledge and an ability to engage critically with current research in a field of specialisation in public administration.
  • Illustrate an advanced understanding of the boundaries, interconnections, value and knowledge creation systems of the chosen discipline within public administration and an ability to critically evaluate these and select an appropriate research paradigm to use for the research project.
  • Select, modify where necessary, and apply an experimental design and research methods for data collection, data analysis and statistics to address a particular research question in public administration.
  • Draw appropriate conclusions and propose interventions at a policy or management level that address the problem in public administration being researched, and fully discuss any possible negative consequences.

Rationale

The rationale of this qualification is to respond to the socio-economic development challenges encountered by the Province, the aim is therefore to build on the comparative advantage of the province in fields such as mining, conservation, environmental sciences and services such as tourism, to achieve socio-economic goals linked to national goals and priorities; embarking on concerted strategies and plans to improve employment rates in the Province, focussing in particular on youth unemployment; improving the health and general well-being of inhabitants of the Province, and further afield, through expanded and improved education and training opportunities, supporting enhanced delivery of health and other social services, and the improved functioning of local authorities and concomitant service delivery.

The government`s Medium Term Strategic Framework (MTSF) for 2014-2019 lists fourteen priority areas, all of which have a bearing to some extent on the proposed Master of Administration qualification. The priority areas of the MTSF are quality basic education, a long and healthy life for all South Africans, all people in South Africa feel safe, decent employment through inclusive growth, a skilled and capable workforce to support an inclusive growth path, an efficient, competitive and responsive economic infrastructure network, vibrant, equitable, sustainable rural communities contributing towards food security for all, sustainable human settlements and improved quality of household life, responsive, accountable, effective and efficient local government, to protect and enhance our environmental assets and natural resources, to create a better South Africa and contribute to a better Africa and a better world, efficient, effective and development-oriented public service and a comprehensive, responsive and sustainable social protection system.

It will require competent public servants for the government to implement the MTSF and, the Economic Reconstruction and Recovery Plan. Qualifying learners from this qualification will ensure that the plans of the government will be implemented effectively and efficiently.

Research is, therefore, a very powerful tool for a university that wishes to be relevant to its community. Research and postgraduate learners will assist in the creation of a research culture where learners act as role models for younger learners and serve as demonstrators and tutors providing very important support for undergraduate teaching and learning.

The proposed qualification will also provide articulation for those seeking further progression to doctoral studies.

Entry requirements and RPL

RPL for access

  • Learners who do not meet the minimum entrance requirements or the required qualification that is at the same NQF level as the qualification required for admission may be considered for admission through RPL.
  • To be considered for admission in the qualification based on RPL, applicants should provide evidence in the form of a portfolio that demonstrates that they have acquired the relevant knowledge, skills, and competencies through formal, non-formal and/or informal learning to cope with the qualification expectations.

RPL for exemption of modules

  • Learners may apply for RPL to be exempted from modules that form part of the qualification. For a learner to be exempted from a module, the learner needs to provide sufficient evidence in the form of a portfolio that demonstrates that competency was achieved for the learning outcomes that are equivalent to the learning outcomes of the module.

RPL for credit

  • Learners may also apply for RPL for credit for or towards the qualification, in which they must provide evidence in the form of a portfolio that demonstrates prior learning through formal, non-formal and/or informal learning to obtain credits towards the qualification.
  • Credit shall be appropriate to the context in which it is awarded and accepted.

  • Bachelor of Administration Honours, NQF Level 8.

  • Bachelor of Administration Honours in Human Resource Management, NQF Level 8.

This qualification consists of the following compulsory modules at National Qualifications Framework Level 9 totalling 180 Credits.

  • Clearly describe and decide the project question and scope when undertaking the independent research.
  • Critically evaluate comprehensively the literature review and draw information from a range of primary sources.
  • Illustrate evidence of a clear understanding of relevant research theory and practice.
  • Collect and analyse data or information in accordance with the project proposal and plan.
  • Interpret data and integrate it into the existing canon of knowledge.
  • Support recommendations by data and clearly formulated and specialised skills to make interventions and to address the intended and unintended consequences of such interventions.
  • Prepare the dissertation according to the prescribed format, and write it according to appropriate academic language, that shows no evidence of plagiarism.

  • Critically evaluate and discuss the current and contemporary concepts, theories, and methods in specialisation and in detail in the dissertation.

  • Reflect on social and ethical issues and include them in all recommendations and proposed solutions to the identified problem.

  • Manage learning to meet deadlines and submit all assignments in accordance with provided guidelines.

Purpose
