Purpose and rationale

Purpose

The purpose of this qualification is to prepare a learner to function as a Principal Real Estate Agent.

A Principal Real Estate Agent leads, directs, and manages the overall strategies and operations of a real estate agency. The Principal Real Estate Agent should have among others the following attributes: communication skills, emotional intelligence, information communication technology, teamwork and management skills.

A qualified learner will be able to

  • Manage sustainable operations of real estate agency.
  • Oversee compliance with relevant legal statutes and policies.
  • Develop, promote and maintain sustainable relationships with stakeholders.

Rationale

The Property and Real Estate sector is a multi-billion-rand economic activity, which requires professionals who are well-trained and knowledgeable to meet the needs of both the residential and non-residential sectors of the industry. This qualification is meant to equip learners with skills to function effectively and efficiently in the Property and Real Estate sector. The qualification is critical for the effective and sustainable management of the estate agency organisation.

The Property and Real Estate sectors are well-established and regulated, and thus have many learners that would benefit from a qualification that is aligned to career path. There is a need to develop career paths in this sub-field, as the industry constantly require the supply of skilled people. The scope of Property and Real Estate Principal changes and evolves all the time, with new opportunities for the Principal Real Estate Agent arising from sectoral transformation and new markets in areas historically neglected.

This qualification supports the objectives of the National Qualification Framework in that it gives the learner access to a qualification registered on the Framework. It will therefore ensure that the quality of education and training in the industry is enhanced and of a comparable standard to qualifications in other sectors in South Africa and internationally. Learners shall gain in that they shall be able to improve their skills, career and business prospects and livelihood.

Typical learners for the qualification are new entrants and persons already employed in the industry, working either as Estate Agents or Auctioneers. The qualification will provide an opportunity for existing and qualified Principal Real Estate Agents to move into general management positions within the property development sector. The qualification was developed in collaboration with the Estate agency industry.

Entry requirements and RPL

Recognition of Prior Learning (RPL)

RPL for access to a qualification

Learners will gain access to the qualification through RPL for Access as provided for in the QCTO RPL Policy. RPL for access is conducted by accredited education institution, skills development provider or workplace accredited to offer that specific qualification/part qualification.

RPL for exemption of modules

Learners who have acquired competencies of the modules of a qualification or part qualification will be credited for modules through RPL.

RPL for access to the external integrated summative assessment

Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of result.

  • Explain and apply King IV assertions on company social investment to define the estate agency as a credible corporate citizen.
  • Identify various role-players critical to estate agency operations and explain and discuss their respective roles.

Integrated Assessment

Formative Assessment

The skills development provider will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment together with work experience leads to entrance in the integrated external summative assessment.

Summative Assessment

An external integrated summative assessment, conducted through the relevant QCTO Assessment Quality Partner is required for the issuing of this qualification. The external integrated summative assessment will focus on the exit level outcomes and associated assessment criteria. The external integrated summative assessment will be conducted through a theoretical assessment, responding to scenarios and the evaluation of practical tasks on selected modules using relevant checklists at an approved assessment site in a simulated environment (where relevant) and conducted by assessors registered with the relevant AQP.

Articulation options

This qualification allows possibilities for both vertical and horizontal articulation.

Horizontal Articulation

Vertical Articulation

Qualifying for External Assessment

To qualify for an external assessment, learners must provide proof of completion of all required modules by means of a statement of results and statement of work experience as well as proof of successful completion of all the subjects and modules or alternative programmes where applicable.

United States of America

The Columbia College offers a two (2) year associate degree in real estate management that equips learners with the knowledge and skill sets needed to succeed in the management of real estate agency. The learner explores modern issues encountered in the field of real estate management. The qualification offers learners an opportunity to learn about principles of real estate, finance, management, and organisational behaviour. The College works as a partner of the National Association of Realtors.

The associate degree covers the scope in real estate, real estate finance, principles of management, organisational behaviour, principles of marketing and business.

Similarities

The two qualifications cover similar scope and competencies.

Differences

The duration for the Higher Occupational Certificate: Principal Real Estate Agent is shorter and accounts for practical and work experience.

Ireland

Blackrock Further Education Institute offers a one (1) year, QQI Level 5 Certificate in Auctioneering, Estate Agency, and Valuation (5M2102). Entry requirements are 5 passes or 5 O6/ H7s or a combination of 5 O6/H7s or the LCA with a Merit profile or have achieved a full relevant QQI Level 4 Award. Applicants with 21 years of age and those without formal entry requirements are considered through recognition of prior learning. Learners cover the following scope:

  • Understand the principles of property valuation.
  • Appreciate the cyclical nature of the property market.
  • Understand the legal framework underpinning property transactions.
  • Prepare sales brochures and/or catalogues.
  • Assist with marketing property for sale or auction.

Conclusion

The qualifications in comparison address similar areas of learning to a large degree, but the differences are obvious around the duration, scope (applicable in SA) and to a limited extent on curricula content.
