Purpose and rationale

The intended purpose of the qualification aimed at equipping those active in social security service delivery in South Africa with key knowledge and skills to affect meaningful delivery. By successfully completing the qualification the student will be equipped to identify, interpret and apply the components of the social security service.

The Higher Certificate covers the various facets to allow those students who are active in the field to efficiently implement and process the delivery of social security programmes. The certificate also serves as an academic qualification, which empowers the student to actively engage in the field of Social Security both from a theoretical and practical perspective. The exit level outcomes will enable student to define the conceptual and legal framework of social security in the formal and informal sectors with reference given to the impact of the constitution in regulating the application of social security in the South African Development Community structures.

Rationale

Qualified learners of this programme should have knowledge and understanding. Have advanced knowledge and reflective understanding of and insight into the substantive principles of the subject: cognitive skills. Be able to apply the advanced knowledge: practical and professional skills. Possess and be able to demonstrate practical and theoretical knowledge required to apply the subject principles: values and attitudes. Entry requirements and RPL

Recognition of Prior Learning (RPL)

Recognition of Prior Learning in the case of students not complying with the formal entry requirements will be conducted in accordance with the policy and guidelines of the institution.

Qualification rules

This qualification comprises of compulsory modules at National Qualifications Framework, Level 5, totalling 120 Credits

  • Managing and Administering Social Security, 40 Credits.
  • The Current South African Framework of Social Protection, Social Assistance and Social Insurance, 40 Credits.
  • Introduction and Fundamental Principles, 40 Credits.

Exit level outcomes

  1. Demonstrate an understanding of conceptual and legal framework of social security in the formal and informal sectors with reference given to the impact of the constitution.
  2. Analyse and interpret the concept of social security, social protection, social insurance and social assistance on the various categories of people who are included from the framework.

Associated assessment criteria

Associated Assessment Criteria for Exit Level Outcome 1

  • Define, analyse and differentiate and to analyse the role of the courts, human rights commission, the constitution in regulating the application of social security in the Southern African Development Community (SADC) structures.

Integrated Assessment

The curriculum is coherently aligned in that all teaching, learning and assessment activities are linked to module outcomes and qualification outcomes. Assessment methods are varied and includes Summative and Formative Assessment to enhance applied competence from students and facilitate authentic assessment and learning. Assessment will not only be used to determine whether outcomes were achieved, but also to generate data for grading and provide feedback in order to improve the curriculum.
