Purpose and rationale
Purpose
The purpose of this qualification is to promote professionalism, and adherence to Traffic Safety and Municipal Police Management laws while engaging with communities and business environments. Learners will be multi-skilled and able to work independently as officers or senior supervisors at the operational and strategic levels. They will be able to deal innovatively and effectively with the policing issues of the 21st century and beyond. They will have applied competencies to continue to learn new techniques and keep abreast with progress and technological trends within the industry. They will be equipped with skills and competencies that would allow them to progress through the professional career path in the fields of law, public and criminal justice system administration and traffic policing. The qualification also strives to achieve student centred learning through supportive teaching provided by mentoring, life skills and language proficiency programmes aimed at assisting underprepared learners.
Rationale
Due to the high number of fatalities of road users in South Africa, as well as the dynamics and transformation of the Municipal Police, the demand for qualified Traffic Safety and Municipal Police Managers are continuously increasing in democratic South Africa. The present Traffic Safety and Municipal Police environment and workplace requires individuals who have undergone both theoretical and practical learning in the dynamic core business of Traffic Safety and Municipal Police industry. Learners who have learned the theoretical and practical basics of Traffic Safety and Municipal Police through this programme will be fit to join the Traffic Safety and Municipal Police industry and perform their duties with little or no further training. Serving members of the Traffic Safety and Municipal Police industry will also utilise the offering of this programme as an opportunity to acquire or upgrade their theoretical skills in Traffic Safety and Municipal Police Management.

Learners with very relevant or related previous qualifications can be admitted into this programme through RPL route. As per institutional policy, Credits towards this qualification may be obtained by means of Recognition of Prior Learning (RPL).

Exit level outcomes
1.Demonstrate an informed understanding how to manage Road Safety Audits and National Safety Programmes; the prevention of crime in an integrated way involving all partners; manage resources to deliver an effective and efficient service to the community; monitor relevant clauses of the Road Traffic Act and relevant Acts of Parliament; manage traffic safety campaigns, Strategic Management Plans and the budget of the Traffic Safety and Municipal Police environment as well as an understanding of the key terms, concepts, facts, principles, rules and related theories thereof.
2.Demonstrate an ability to select and apply policies and guidelines, standard methods, procedures or techniques in relation to the Traffic Safety and Municipal Police environment, Domestic Violence incidents and to plan and manage an implementation process within a supported environment.
3.Demonstrate an ability to identify, evaluate and solve crime according to legal and investigative principles and to apply solutions based on relevant evidence and procedures or other forms of explanation appropriate to the Road Traffic Act and other relevant Acts of Parliament.
4.Demonstrate an ability to take account of, and act in accordance with the prescribed Traffic and/or Municipal Police Environment and professional ethical codes of conduct, values and practices and to seek guidance on ethical and professional issues where necessary.
5.Demonstrate an ability to evaluate different sources of information, to select information regarding causes of crime, development of crime prevention programmes and Traffic related matters and investigative crime, and to apply proactive strategies as well as well-developed processes of analysis, synthesis and evaluation to that information.
Associated assessment criteria
The following Associated Assessment Criteria will be used in an integrated manner across the Exit Level Outcomes
- Calculate accurately the effectiveness of road safety campaigns.
- Evaluate the existing law enforcement technologies and address the shortcomings.
- Implement traffic Safety campaigns in order to enhance traffic safety.
- Use the scarce resources correctly, in terms of the objectives required.
Integrated Assessment
Integrated Assessment will be achieved by a variety of strategies. Learners must also demonstrate the understanding and ability to engage in the correctional operations selected in integrative way, dealing with basic and divergent demands related to these work operations effectively. Evidence is also required to prove that candidates are able to completely achieve the purpose of the qualification at the time of the award of the qualification. In order to determine whether learners have successfully achieved the stipulated outcomes and can demonstrate applied competence an integrated approach incorporating formative and summative assessment procedure will be utilised. While formative assessment will include case study analysis, problem solving analysis and oral presentations the summative assessments will be in form of semester tests, semester assignments and examinations. For all subjects, except the Industrial experience Work Integrated Learning (WIL) component of the programme where continuous evaluation will be used to determine whether students have achieved the outcome or not, the summative assessment will comprise of Tests/Assignments and Semester Examination.
