Purpose and rationale
First purpose: To provide mid career mangers in the private , public and voluntary sectors ho hold degrees from fields of study other than public and development management, with core knowledge and skills about various orientation and contextual aspects of public management (e.g. orientation to statecraft, economics and public management, policy analysis, administrative law and organisational science).
Second purpose: To provide mid-career mangers in the private, public and voluntary sectors who hold degrees from fields of study other than public and development management with advanced core knowledge and skills about various technical aspects of management in the public and voluntary sectors (including public strategic management, public project management, public financial management, public personnel management) in order to promote sustainable growth and development and maximise prosperity in all sectors of the economy and society.
Third purpose: To develop competent leaders in the field of Public and Development Management with advanced applied fundamental and generic cross functional technical knowledge and skills to steer sustainable development, growth and prosperity in the most appropriate direction.
Fourth purpose: To provide students who want to enrol for specialised masters level studies in Public and Development Management, with a sound academic and research base from which to do so.
Entry requirements and RPL
Senior Certificate with Matriculation Exemption or equivalent university admission qualification.
First degree: Any B-degree
Additional requirements;
Full matriculation exemption.
Additional academic credits in Public Administration and Management to bring candidate to NQF level 6 in that discipline.
Appropriate work exposure.

- Demonstrated ability to read, interpret and apply advanced and more technical Public and Development Management related literature including the ability to teach themselves from source material.
- Shown an advanced understanding of the use of scientific approaches and methods in the acquisition of scientific Public and Development Management related knowledge (e.g. the importance of using advanced and more complex research methodologies)
- Demonstrated ability to identify and solve more complex Public and Development Management problems in a critical and creative way.
- Demonstrated ability to work effectively with others as a member of a senior management team in the developmental and public sectors
- Demonstrated ability to organise and manage oneself and one's personal activities responsibly and effectively

- Demonstrated advanced and technical understanding of the world as a set of related systems by recognising that Public Management related problem-solving contexts do not exist in isolation.
- Demonstrated ability to understand and apply a range of advanced, technical Public Management-related techniques, procedures and experimental approaches required in the different specific programmes leading up to this qualification
- Demonstrated ability to apply these more advanced and technical more complex Public Management related knowledge and practical skills to address theoretical and practical management problems
- Demonstrated refined and advanced ability to learn and apply appropriate lessons from these more complex experiences in order to solve technical Public Management related problems in such a way that sustainable developmental outcomes are ensured
- A demonstrated sound understanding of:
- the latest advances in theoretical explanations and modelling
- the technical bodies of knowledge and
- more extensive practical experiences and skills related to the core technical aspects of the relevant Public Management related subject matter

- The assessment used for this qualification ensures that the purpose of the qualification is achieved.
- A range of formative and summative assessment methods such as simulations, assignments, workplace assessments, exercises, written and oral presentations and examinations are used.
- The required range of modalities is used integratively to assess whether the specified outcomes have been achieved.
- From the assessment of samples generalising to a domain takes place in a judicious and planned way in order to ensure reliability.
- The assessment used meets the standard and level of achievement for NQF level 7.
