Bachelor of Commerce in Transport Economics

The primary purpose of this qualification is to provide qualifying learners with applied competencies in the understanding and interpreting of transport economic, management and regulatory principles, in preparation for a career in the transport field and to provide a basis for further learning.

The learner should be able to reflect on the study material in the context of a transport organisation, or the transport function of a company, and to assess public sector policy, and other decisions impacting transport as a sector.

Recognition of Prior Learning (RPL)

Recognition of Prior Learning in the case of learners not complying with the formal entry requirements will be conducted in accordance with the policy and guidelines of the University concerning the recognition of other forms of formal, informal and non-formal learning and experience. Recognition takes place only where prior learning corresponds to the required NQF level, and in terms of applied competencies relevant to the content and outcomes of the qualification. Through recognition of prior learning, learners may gain access, or advanced placement, or recognition of status, on condition that they continue their studies at this University.

Entry Requirements

The minimum entry requirement for this qualification is

• National Senior Certificate, NQF Level 4, granting access to Bachelor's studies.

Or

• Senior Certificate with endorsement.

Or

• National Certificate Vocational, NQF Level 4, granting access to Bachelor's studies.

The learners should be able to

1. Assess and apply transport economic, management and regulatory concepts and principles and identify, and propose solutions to any problems relating to transport economic, management and regulatory strategies and policies.
2. Work in a team with various role players, with respect to transport management and/or regulation, as well as considering people on the grassroots level related to the transport sector.
3. Act responsibly with respect to activities undertaken in the course of his/her evaluation and application of transport economic, management and regulatory concepts principles.
4. Undertake research in the transport field, including gathering, analysing, integrating and presenting related information.
5. Communicate effectively, orally and/or in writing, with role players in the transport sector, applying principles of communication and reflecting on the communication applied.
6. Utilise basic management technology appropriate to the transport management environment.
7. Explain the importance and role of the transport industry, and the regulation thereof on a macro-and a micro-level.
8. Identify skills and capabilities required of a transport manager and/or regulator, and consider different learning strategies to acquire and improve these skills and/or capabilities.
9. Identify possible areas of personal contribution to the level of professionalism and expertise in, and effectiveness and efficiency of the transport sector, and therefore the economy.
10. Demonstrate a positive approach to different communities and a sensitivity for the social, economic and cultural differences and needs, particularly with respect to transport, within these communities.
11. Seek employment and entry into the transport sector, and thus establish for himself/herself a career in the sector.
12. Organise and co-ordinate, effectively and responsibly, resources and opportunities, especially own activities, and taking into consideration the implications thereof.

Associated Assessment Criteria for Exit Level Outcomes

The learners should be able to

1. The learner must demonstrate an ability to identify and solve problems, demonstrating critical and creative thinking about transport economic, management and regulatory concepts and principles. The learner must evaluate and, where relevant, correctly apply theoretical concepts and approaches to transport economic, management and regulatory strategies and policies. The learner must be able to reflect on the application made.
2. The learner must be able to display teamship. The learner must demonstrate an acceptable level of social sensitivity in his/her relationships with others and work effectively in a team, implementing the relevant theory and reflecting on the implementation made. Finally the learner must display knowledge and understanding of the various role players involved in, or affected by, the transport sector.
3. The learner must display an ability to act responsibly in interactions with other role players. The learner must also display an ability to accept responsibility for any activities required of him/her in his/her evaluation and application of the various transport economic, management and regulatory concepts and principles.
4. The learner must demonstrate the ability execute research in the field of transport, including the correct gathering, analysing, integrating and presenting of information on transport economic, management and policy issues, by utilising the relevant theoretical research principles and reflecting on the research undertaken.
5. The learner must effectively communicate, in an oral and/or written manner with different role players in the transport sector by applying the theoretical principles of communication and reflecting on the application made.
6. The learner must demonstrate an ability to operate specified management technology important to the management of a transport business or function. The learner must use a computer as well as transport-related Internet and/or databases.
7. The learner must explain the importance and role of the transport sector, and the management and regulation thereof, internationally, regionally, nationally, provincially, and locally. The learner must also discern between the roles of transport at these various macro- and micro-levels.
8. The learner must show that he/she is able to identify the different skills and capabilities necessary in the execution of the activities and responsibilities of a transport manager and/or regulator, and consider different effective learning options to acquire these skills and capabilities.
9. The learner must explain the link between the number of transport professionals and level of professionalism in the transport sector, and the effectiveness and efficiency of the transport sector and therefore of the economy. The learner must identify the impacts and/or roles which a more effective and efficient transport sector will have in the economy and the impact which this will in turn have.
10. The learner must demonstrate a positive approach towards various different communities and a sensitivity for the social, economic and cultural differences within these communities, by identifying transport needs of different communities, identifying and considering their various social, economic and cultural differences and therefore their differing needs and requirements with respect to the transport sector.
11. The learner must demonstrate employment-seeking skills for entry into the transport sector by applying theoretical principles of employment-seeking and career-pathing and reflecting on the application thereof.
12. The learner must display an ability to effectively and responsibly organise and coordinate resources and opportunities, particularly in the field of transport, by applying relevant theoretical aspects and reflecting on the application made. The leaner must also demonstrate acceptable level of responsibility and organisational ability with respect to their own activities. Finally, the learner must demonstrate a knowledge of the implications of all organising and coordinating activities undertaken.

Integrated Assessment

Formative assessment practices that will be implemented

The learners will be continually assessed by means of class assignments, essays, presentations, informal class tests and formal modular tests, in written or oral mode. The learner may also be required to do practical work (independent and in groups during study visits) which is evaluated by assessors. In addition, the learner must also assess himself/herself as well as the work of classmates, and reflect on the dynamics of this process.

Summative assessment practices that will be implemented

Integrated assessment, focusing on the achievement of the exit-level outcomes, will be done by means of a 3 hour examination per module undertaken for the qualification, towards the end of that module.
