Purpose and rationale

The qualification aims

  1. To equip Learners with the knowledge of key aspects of public and development administration.
  2. To build future public and development administrators.
  3. To build future development and public administrators researchers, government advisors and academics.
  4. To equip Learners with skills to perform their duties effectively and efficiently.
  5. To build future public service trainers.
  6. To build competent municipal officials and political office-bearers.

Entry requirements and RPL

Recognition of Prior Learning (RPL)

The institution conducts RPL in terms of the policy and guidelines of the institution to recognise other forms of formal, informal and non-formal learning and experience. In cases where learners do not comply with the formal admission requirements, the institution applies its RPL policy.

Entry Requirements

The minimum entry requirement for this qualification is

  • Bachelor of Administration, NQF Level 7.

Or

  • Advanced Diploma in Administration, NQF Level 7.

Exit level outcomes

  1. Perform administrative functions effectively;
  2. Manage resources effectively and efficiently;
  3. Demonstrate insight and competence in theory and context of administration;
  4. Demonstrate knowledge and the ability to apply research methodologies and techniques to administration as a field of study;
  5. Analyse the individual, group and organisation to determine effectiveness of the operation;
  6. Assist in planning the careers of individuals and conduct counselling sessions;
  7. Have an appropriate of human resource function in an institution including an understanding of training and training needs of employees in the workplace;
  8. Develop a manpower plan for the organisation;
  9. Understand the importance of Industrial Relations and collective bargaining;
  10. Be aware of the legal policies and procedures related to the individual in the workplace;
  11. Evaluate the value of negotiation and bargaining;
  12. Transfer theoretical knowledge to a research project in the workplace;
  13. Study, organise and critically evaluate information and systematically relate it to different contexts of the discipline concerned.

Associated assessment criteria

The following associated assessment criteria apply across all Exit Level Outcomes

  • Provide goods and services to the members of the public effectually;
  • Independently and in groups solve business related decision making problems pertaining to various practical situations at the hand of case studies;
  • Approach problems in a scientific way;
  • Apply the acquired advanced theoretical knowledge to solve instructional problems;
  • Apply the subject theory efficiently in practical problem solving case studies and the presentation of seminars;
  • Solve advanced management problems pertaining to marketing, finance, human resources, operations and information technology;
  • Do an independent survey, researching a topical problem or business aspect;
  • Present research findings/results and recommendations in a technical report;
  • Critically interpret, analyse and differentiate between areas of inefficiency and efficiency;
  • Present solutions to overcome areas of inefficiency to promote productivity;
  • Show a sensitivity for cultural and ethical issues;
  • Express an opinion on practical business problems related to cultural and ethical issues;
  • Apply computer proficiency in problem solving, research methodology and the presentation of the findings of an independent scientific research survey;
  • Identify, analyse and solve societal problems effectively and efficiently;
  • Reconcile academic theory with political, cultural, economic, developmental and social experiences;
  • Plan and embark in local economic development projects.

Integrated Assessment

A variety of continuous and cumulative assessment methods, take-home assignments, projects, group and individual work, written and oral examinations which will be utilised to evaluate whether learning outcomes have been attained.
