The four elements of the submission
Submitting your skills data requires a combination of planning, reporting, and proper authorization.
Workplace Skills Plan (WSP)
A forward-looking document. It details the skills needs of the organization and the specific training interventions planned for the upcoming year.
Annual Training Report (ATR)
A backward-looking document. It reports on the actual training that took place in the previous year, proving you executed against your prior WSP.
Skills Development Facilitator (SDF)
The designated person (internal or external consultant) responsible for compiling, submitting, and acting as the liaison between the employer and the SETA.
Mandatory Grant Rebate
By submitting the WSP/ATR on time, employers can claim back up to 20% of their Skills Development Levy (SDL) from their specific SETA.

The most important date on the South African skills development calendar. Missing it has severe financial implications.
The April 30th Deadline
The submission deadline for the WSP and ATR across all SETAs in South Africa is 30 April every year. Extensions are rarely granted unless applied for well in advance due to extenuating circumstances.
Consequences of Missing the Deadline
If you miss the deadline, you automatically forfeit your 20% mandatory grant. Furthermore, you will usually be disqualified from applying for any discretionary grant funding or learnerships for that entire year.
BBBEE Impact
Submission of the WSP and ATR is a prerequisite for claiming any points on the Skills Development element of the BBBEE scorecard. Missing it means scoring zero for skills.
