Purpose and rationale
The qualification aims to produce learners who
a) Are capable of logical thought, analysis and synthesis applied to property and construction problems.
b) Brings basic techniques to bear on the property and construction related problems from economics, business management, health and safety, and environmental protection perspectives.
c) Costs, plan and manages projects as well as providing design assistance.
d) Are capable of communicating effectively and acting professionally and ethically.
e) Meets the academic requirements for registration with the Council of South African Quantity Surveyors.
South Africa is presently in a state of inadequate physical and economic development. Further development is essential if South Africa is to meet the aspirations of society. Such development is dependent on the provision of the appropriate forms of infrastructure, facilities and processes. Provision of these is dependent on the availability of graduates in the various property and construction related fields.
Career opportunities are available in several property and construction related fields. In the private sector, learners find employment as consultants, contractors or developers. In the government sector learners are to be found in various Departments from National to Local level.
Entry requirements and RPL
Recognition of Prior Learning (RPL)
The institution conducts RPL in terms of the policy and guidelines of the institution to recognise other forms of formal, informal and non-formal learning and experience. In cases where learners do not comply with the formal admission requirements, the institution applies its RPL policy.

The minimum entry requirement for this qualification is
- Bachelor of Science in Quantity Surveying, NQF Level 7.
Or
- Advanced Diploma in Quantity Surveying, NQF Level 7.

Exit level outcomes
- Identify, assess and solve open-ended property/constructing related problems creatively and innovatively within limits of own knowledge
- Perform necessary construction trade skills and set out buildings
- Use computer packages for property and construction-related information processing
- Manage and prepare tender and contractual documents relating to construction projects
- Estimate the cost and undertake financial management of property developments
- Manage the construction of buildings and related infrastructure
- Manage the human resources within property/construction based organisations
- Understand and evaluate economic issues concerning the property/construction sector at both a micro and macro level
- Understand the time value of money and apply discounted cash flow techniques for evaluation purposes.
Associated assessment criteria
The following associated assessment criteria apply across all Exit Level Outcomes
- Produce clear and logical problem-solving skills - assessed by examinations.
- Aanalyse both qualitatively and quantitatively - assessed examination and class work (tutorials and practical reports).
- Produce design solutions in the fields of property/construction assessed by examination and individual open-ended design projects with oral interrogation.
- Independently or in a team - assessed by practical work.
- Extend the knowledge gained through dependent instruction study, thought, research, analysis and design - assessed through open-ended designed projects with oral interrogation and written research dissertations with oral presentations and interrogation.
Integrated Assessment
The institution is currently reforming its assessment strategies to include the assessment of applied competence for each qualification. In the meantime, a combination of continuous assessment and traditional written examinations serve to assess the integration of all/most of the learning outcomes for each module in a qualification.
